Committees

The Council has a number of Committees which deal with Council matters and they are:

Finance and Administration
Planning, Development and the Environment
Council Services and Property
Events and Tourism 
Care
Archives
Market Traders
Town Clerks


Any Councillor may elect to serve on one or more committees in April for election in May of each year.  There are 8 places on each Committee (except Planning which has an unlimited number). The appointment to a Committee is for 12 months.   A Councillor may raise any subject relevant to a Committee either by informing the Town Clerk in advance or by just bringing up the subject at the meeting (it is usual to let the Committee Chair or Town Clerk know before the meeting starts).    However, Councillors  who are not Committee members may attend Committee meetings and take part in the meeting with the Chair permission. However those Councillors may not vote at that meeting.

The Committees (except Planning, Development and the Environment which has full delegated authority) make recommendations to the Full Council for approval.

 

Finance and Administration

Meets third Wednesday of each month at 7:00pm
Responsible for general financial control.  The Committee also oversees new projects and deals with consulations. The Committee's authority is limited to making recommedations to the Full Council and following Council's approval to implement such decisions.

Town Clerk's Committee

Meets monthly
The membership of the  Committee is by election at the annual meeting for 8 places.
The Committee is responsible for budget setting, detailed financial monitoring, and strategy. Also to assist the Town Clerk in the development of ideas (especially at an early stage) which may be relevant to future Council plans.
The Committee’s authority is limited to making recommendations to either the relevant Committee or the Full Council and following Council’s approval to implement such decisions.

Planning, Development and the Environment

Meets on the second Wednesday of each month at 7pm and the fourth Wednesday of each month at 6pm
All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey, Town Centre Plan, Community Development Plan (delegating as necessary to other Committees) TAN 8 policy.
Has delegated authority to deal with all matters except those of a controversial or substantial matter.

Council Services and Property

Meets on the first Wednesday of each month at 7pm
Responsible for the delivery of services provided by or through the Council including Town Hall, Markets, Recreation Grounds, Playgrounds, TIC (but NOT marketing issues) and the Armoury together with all the Town Council’s property..
The Committee’s authority is limited to making recommendations to the Full Council and following Council’s approval to implement such decisions.

Vice-Chariman: Cllr Amy Bowen.

Events and Tourism

Meets on the third Wednesday of each month at 6pm
Responsible for the Tourist Information Office and all matters which promote the Town including events, tourism marketing, internal and external communications including the media, newsletters, web site and the marketing of the Town.
The Committee’s authority is limited to making recommendations to the Full Council and following Council’s approval to implement such decisions.

Care Committee

Meets on the 1st Wednesday of each month in the Council Chamber at 6pm.

The remit of the Committee is  for the Westwood Day Centre and the Meals on Wheels Service.

The Committee makes recommendations to the Full Council.

Archives Advisory Committees

Meets quarterly
This Committee has four members including the Powys County Archivist.
To oversee the preservation, storage, recording, public display and all other matters relating to the history of the Town and in particular the modern records, archives and artefacts of the Town Council.
The Advisory Committee’s authority is limited to making recommendations to the Full Council and following Council’s approval to implement such decisions.

Markets Traders Advisory Committee

Meets approximately monthly
Membership consists of market traders, the Town Hall Caretaker, representative(s) of the Services and Property Committee and the Town Clerk with if required a representative from the Finance and Administration Committee.
To act as a liaison between the Market Traders and the Council.
The Advisory Committee’s authority is limited to making recommendations to the Services and Property Committee and following Council’s approval to implement such decisions.
